No response from Bullhorn yet, but I can confirm the web service seems to be working now... Maybe the issue resolved itself??

would be nice to hear from Bullhorn about why it was broken for 4+ days.

I was able to resolve the issue temporarily by opening the .doc file and saving as a .docx file, and then tried re-uploading and it worked successfully.

While this is not an ideal or permanent solution, it works for now.
