Accounts that have the 'Bullhorn - User ' usertype is considered a Corporate Users. Depending on how many user types your company has, it might be worth while to submit a ticket with Bullhorn Support and get a list of Usertype name and user type ID. I just tried the following where clause and it worked fine for me.

<where>isOpen = 1 and (description like '%test%' or title like '%test%')</where>
This also worked:
<where>isOpen = '1' and (description like '%test%' or title like '%test%')</where>

I don't think there is an experation date for a subscription. The same subscription should work for both 2.0 and 1.1.
Send me an email with your subscriptionID and corporationID and I'll verify them for you.

I believe you have to encode your fileData to Base64 before placing a parseResume call.
This tutorial showed you how to encode to base64:
