Problem with data integrity for State entity

Hello,

I am building hot jobs dashboard on my website using REST API to grab jobs and building filtering by some fields from Bullhorn CRM with ability to filter jobs by country/city and faced with the issue of duplicated entry of "EC02 Azuay" state for country "Equador" with different id.

Please fix your database, it is impossible to use. State code should be unique. Such mistake indicates that the other data are most probably invalid.

As a result I will loose some jobs from my dashboard because of such data integrity issue.
