Another problem with State entity data integrity

Hello,

According to API responses (/query by State entity) there are "Western Tobago" and "Eastern Tobago" states and both of them has same state code TD11. But, according to, for example, this article http://www.statoids.com/utt.html there are no such kind of regions, but there is only one "Tobago" with TD11. Looks like it is nonsence (database mistake) and each state should have own unique state code. It breaks data integrity and database engineering rules.

Please fix.
