Using the /lookup endpoint

When querying against the /lookup endpoint for the first time, we saw the following response:

Hypotheses:
a) The lookup endpoint is not publicly-accessible. This doesn't seem likely since it is listed in the docs
b) Our api account doesn't have permissions to access this endpoint
c) The lookup api is disabled for this particular customer

Can the Bullhorn team share under what conditions we might see the above message, and whether any of the hypotheses are correct?
